Purpose of the Position

NagaEd is seeking a Senior Program Manager to anchor the implementation of a portfolio of education reform and school improvement initiatives across Nagaland. This role acts as a critical bridge between policy vision and field-level execution, ensuring seamless program delivery by aligning government priorities, partner deliverables, and ground-level implementation. The Programs Lead will lead district workstreams, manage timelines and outcomes, and foster alignment across departments, partners, and governance bodies. This role requires a hands-on leader with experience in program management, government liaison, and stakeholder engagement in complex, multi-stakeholder
environments.

Organisational Unit Function

The Senior Program Manager will:

1. Lead Program Implementation

  • Drive planning, execution, and monitoring of education reform and school improvement activities across districts.
  • Supervise and coach program staff to ensure timely, high-quality delivery of program milestones.
  • Ensure all program interventions align with state and national education policies (e.g., NEP 2020).
  • Identify and resolve challenges in program execution, ensuring smooth rollout of each initiative.
  • Work collaboratively with internal teams to provide field-level insights that refine program strategies.

2. Coordinate with Government and Partners

  • Serve as the primary liaison with government education departments and district officials to align on policy and implementation priorities.
  •  Facilitate coordination with implementation partners to align timelines, outputs, and contextual relevance.
  •  Build and maintain strong relationships with local government education authorities, NGOs, and community leaders.

3. Support Governance and Reporting

  • Manage logistics and documentation for program governance structures including review committees and working groups.
  •  Prepare and present concise project updates, reports, and materials for stakeholders and decision-makers.
  •  Collect and analyse qualitative and quantitative data to measure program impact.
  •  Prepare case studies and lessons learned documents to inform best practices.

4. Monitor Performance and Enable Continuous Improvement

  • Track program KPIs, timelines, and quality of execution; identify and address bottlenecks or risks.
  •  Conduct field visits to monitor teacher effectiveness, student learning, and school improvements.
  • Capture learnings and provide recommendations for program adjustments based on findings.

5. Internal Team Leadership and Capacity Building

  • Facilitate regular team check-ins, reviews, and performance reflection sessions.
  • Foster a high-performing, collaborative team culture aligned with NagaEd’s mission and values.
  • Identify team capacity gaps and coordinate with internal or partner organisations for training, mentorship, or additional support.
  • Ensure smooth coordination between field teams and internal teams across all programs.

• Supervises: Program Managers, Education Officers, Field Coordinators (if applicable)

The role also collaborates closely with government stakeholders and implementation
partners.

Selection Criteria

Essential

  • Postgraduate degree in management, education, social sciences, or a related field.
  •  8–10 years of experience in program or project management, with exposure to large-scale education or development programs.
  • Proven experience in leading implementation teams and managing complex, multi-stakeholder projects.
  • Demonstrated ability to monitor project milestones, manage risks, and troubleshoot operational challenges.
  • Strong communication and stakeholder engagement skills, especially with government officials and community partners.
  •  Experience in data collection, analysis, and reporting for M&E activities.
  • Proficiency in leveraging digital and AI tools to enhance productivity and support decision-making.
  • Ability to work in fast-paced, dynamic environments with minimal supervision.
  • Willingness to be based in Nagaland and travel to districts and rural schools.

Desirable

  • Experience working in teacher training or school improvement programs.
  • Prior experience in community-driven program implementation.
